We Are Not Easing Lockdown, But Shifting Interventions-PTF

Presidential Task Force (PTF) on Covid-19 has explained how the easing of the lockdown in Lagos, Ogun State and the Federal Capital Territory (FCT) will be implemented as announced by President Muhammadu Buhari, Monday.
Buhari had on Monday April 27, approved gradual easing of the lockdown as from May 4, to kick-off socio-economic activities in the country as citizens continue to languish in hardship occasioned by the Covid-19 crisis.
He said despite lifting restrictions on free movement within individual states, a 6:00 am to 8:00 pm curfew will be in place throughout the period.

During Wednesday’s debriefing, the National Coordinator of the PTF on Covid-19, Aliyu Sani, noted that the easing of the lockdown is actually just a shift from one set of interventions to another.
“The most important thing I want to emphasize is, even though we talk about easing the lockdown, in actual fact, we are not really easing, we are just shifting from one set of interventions to another because we are really still far from controlling this epidemic,” he said.
For general movements outside the curfew periods, the PTF coordinator said: “people may go out for work, to buy necessary food and for exercise but we strongly advise persons to restrict themselves to their local government areas except for those that live in metropolitan areas”.
Interstate travel, according to him, will be restricted to only those involved in the supply chain and services such as goods, agricultural products, petroleum products, courier services and relief items etc.
On the other hand, for intrastate movement, services and businesses were advised to provide hand sanitizers for customers.
The general public was also advised to imbibe the use of face masks, and other hygiene methods.
On the issue of mass gatherings, Aliyu said there shall be no gatherings of more than 20 persons anywhere per time so as to ensure adherence to physical distancing.
For the manufacturing sector, “we encourage shift work for manufacturing and pharmaceutical companies and limiting staff to only 30-50% to maintain physical distancing and pharmacy shops may remain open overnight,” he said.
Financial institutions such as banks will be allowed to open but there will be restriction of opening hours between 8:00 am and 2:00 pm.
Restaurants have been asked not open to the public but will be allowed to engage in in-home delivery of food.
Academic institutions are, however, advised to remain closed until further evaluation is done.
“Schools are encouraged to continue with e-learning and virtual teaching”, the PTF coordinator added.
As for government staff, he stated that they will be allowed to resume based on specific grade levels and specific days, so as to reduce the level of congestion at the workplace.

In a dramatic move to re-open the Nigerian economy that has been in a lockdown for the past 28 days, President Muhammadu Buhari has ordered a phased and gradual unlocking of Lagos, Ogun and the Federal Capital (FCT), as well as other states.

The phased and gradual relaxation of the lockdown order on Lagos, FCT, Ogun and other affected States is to help rejig the economy while professionally managing and containing any incremental spread of the dreaded Covid-19 disease.
The President, in a broadcast on Monday evening, said the decision was informed by socio-economic impacts of the lockdown on Nigerians.
He however said the relaxation of the lockdown will take effect from Monday 4th May, 2020.

“Based on the above and in line with the recommendations of the Presidential Task Force on COVID nineteen, the various Federal Government committees that have reviewed socio-economic matters and the Nigeria Governors Forum, I have approved for a phased and gradual easing of lockdown measures in FCT, Lagos and Ogun States effective from Monday, 4th May, 2020 at 9am.

“However, this will be followed strictly with aggressive reinforcement of testing and contact tracing measures while allowing the restoration of some economic and business activities in certain sectors.

“The highlights of the new nationwide measures are as follows;

“Selected businesses and offices can open from 9am to 6pm; There will be an overnight curfew from 8pm to 6am. This means all movements will be prohibited during this period except essential services; There will be a ban on non-essential inter-state passenger travel until further notice;
Partial and controlled interstate movement of goods and services will be allowed for the movement of goods and services from producers to consumers.

“We will strictly ensure the mandatory use of face masks or coverings in public in addition to maintaining physical distancing and personal hygiene. Furthermore, the restrictions on social and religious gathers shall remain in place. State Governments, corporate organisations and philanthropists are encouraged to support the production of cloth masks for citizens.

Just In: As Covid-19 Cases Escalate, Nigeria Faces Ventilators, Specialists Shortage

  • Country Has Only 450 Ventilators, 300 Specialists
Despite the increasing cases of COVID-19  across the country,  revelations show that  only about 450 ventilators and 300 trained anaesthestists are currently in place to handle to the soaring figures.
The confirmed cases have jumped to 981 spread across to 26 states demographics in Nigeria as announced yesterday.
Zenith Bank
This development has raised serious apprehension that with the growing number, there are no sufficient corresponding tools such as ventilators  and trained manpower , including specialist Anaaesthhestists to cater for the skyrocketing numbers.
Said an insider at the NCDC, the federal government agency responsible for dealing with the pandemic: “ We have just 450 ventilators. Though we have made arrangements for more but the concern is that with the lock-down globally, we are not sure when we could take delivery. That is our major concern for now. Also we need more trained specialists to take care of the increasing cases.. At the moment we have about 300 specialists in that field…”
Recall that the latest figures have jumped to 981 following last night confirmation of additional cases by NCDC. Also recall that  the National Coordinator, Presidential Task Force on COVID-19, Sani Aliyu, while speaking  at a virtual media press briefing held by the World Economic Forum and the WHO on Thursday, had disclosed that prior to   the outbreak of COVID-19 pandemic  in Nigeria,  only about 350 ventilators  were available but that an additional 100  have so far been added bringing the total available numbers to 450.
Aliyu also  spoke on the shortage of requisite manpower to deal with the growing situation in the country.
He added: “Ventilators alone do not run intensive care units. Our major limitation is training of healthcare workers particularly because of the unavailability of anaesthetists. It is impossible to train healthcare workers in this specialised field within a very short period of time. That is my concern.”

Governors Agree On 14-days Interstate Lockdown

The Nigeria Governors’ Forum (NGF) has unanimously agreed to the implementation of an inter-state lockdown in the country over the next two weeks to mitigate spread of the virus from state to state.

In a communique issued at the end of the 6th videoconference, the governors also called for the decentralisation of COVID-19 response as the best chance of nipping the spread of the virus in communities in the country.
Fayemi said that the call was imperative with over 25 states now affected by spread of the virus and increasing evidence of community transmission.
“Following an update from the NGF Secretariat on the number of COVID-19 cases in the country, members expressed serious concern over the rising spread of the virus among health workers.
“The governors resolved to work with the Nigeria Centre for Disease Control (NCDC) to ensure that health workers are adequately provided with personal protective equipment (PPE) and are constantly trained on the use of protective gears.
“In order to strengthen coordinated implementation of necessary public health recommendations across states, Governors resolved to set up COVID-19 Committees at the regional level, headed by their State Commissioners of Health.
“Regional Committees will continue to interface with the State Task Force Committees on COVID-19 already established in each state.
“The Forum also received briefing from the Governors of Lagos, Bauchi, Oyo and Ogun states who shared their experiences and lessons from the fight against COVID-19.
“Governors unanimously agreed to the implementation of an inter-state lockdown in the country over the next two weeks to mitigate spread of the virus from State to State. Only essential services will be permitted,” he said.
Fayemi briefed the Forum on the rapidly evolving situation of the COVID-19 pandemic and coordination efforts with the Federal Government, multilateral and bilateral partners, and the private sector through the Coalition against COVID-19 (CACOVID).
The forum held a minute’s silence in honour of all Nigerians who had lost their lives to coronavirus, especially health workers who were in the front lines of the epidemic.
Members also conveyed their condolence to President Muhammad Buhari and the people of Borno on the death of the Chief of Staff to the President, Malam Abba Kyari who passed away on April 17.
“Lastly, the Forum congratulated the Governor of Kaduna state, Nasir El-Rufai who after nearly four weeks of testing positive and observing very strict medical regime has now received two consecutive negative test results for the coronavirus,” he added.

On page 4 of Daily Trust, April 22, 2020 - The Director General of the Nigerian Centre for Disease Control (NCDC), Chikwe Ihekweazu said "President Muhammadu Buhari will make "some very difficult decisions from April 28"concerning the lockdown occasioned by the Coronavirus pandemic outbreak in the country.
The extension may continue for another 14days as agreed by Govs. but presidency plans something different.
That's why some Governors were asking for approval to fly to Abuja so that they will be there during the next lockdown extension.

We Now Use Tissue Paper As Face Mask In Ogun, Doctor Cries Out

Tags

A Medical Practitioner in Ogun State Teaching Hospital has reiterated how they have been given face mask made up of tissue paper to combat COVID-19 emergency patients.

The Doctor who wants to be anonymous said,
"Our lives are at risk because we are not being provided with the minimum requirement for Personal Protective Equipment (PPE) which is the face masks and gloves."

"At some point we were given an improvised face mask which was made of tissue paper carefully folded and held with pins at the edges, and rubber bands used as the arms of the facemask."

Tell me how this would protect the health care workers at the Frontline from contracting the virus."

Even developed countries where health workers have the full PPE being used still records health workers contacting this deadly disease despite using the full PPE."

Italy has recorded over 100 deaths of doctors in Frontline. Other places affected are US, UK and Spain.

What is our fate without PPE? This is like facing Boko Haram without live ammunition. Indirect death sentence is the outcome," he said.

The worst of it was that it came with a threat the whoever refuses the tissue paper facemask, should have his/her written down-- equivalent to a court martial for soldier running from battle front due to paucity of live ammunitions.

OOUTH is the Epicenter for isolation of suspected and confirmed cases of Coronavirus patients.

As at today there are no facemasks, hand sanitizers and gloves specially provided for doctors attending to patient in the emergency and the ward.

"The importance of these materials can not be overemphasized, we are left to face patients without facemasks being provided."

What the CMD said is that facemasks is now Gold so they can't provide it.

The way the hospital which is supposedly to be the foremost hospital in delivering the highest level of care to patients in Ogun state is managing this Coronavirus pandemic is hapless.

The hospital doesn't have the interest of her doctors and nurses and other health workers on her mind.

"Our lives are at risk, help us."

Whereas the Lagos state government has just increased the hazard allowance of health workers in the state by 400 percent.
In a circular seen by Newsmen yesterday, Hakeem Muri-Okuno, head of service in the state,  said Babajide Sanwo-Olu, the governor, approved the increment of the health workers’ hazard allowance from N5,000 to N25, 000.
